Mix the hoisin sauce with 2 tbsp water and the lime juice to make a dressing. Set aside.
Cook the noodles according to the package instructions. Rinse under cold water and drain well.
Toss the noodles with carrot, radish, and jack mackerel (broken into pieces).
Add the dressing and mix well.
Top with chili and sesame seeds. Serve immediately.
